In the Payout + Manual data qualification flow, there may be a correction of the bank details provided, and the payment retry will always be through Electronic Funds Transfer (TED). In other words, if you sent the payment via PIX with bank details and it was not completed on the first attempt, it will enter a bank data validation flow to identify if any corrections are needed or if only a new attempt via TED will be made.
On the other hand, the reprocessing feature does not apply any type of correction and can even be done for payments sent with a PIX key. In reprocessing, only a new payment attempt is made using the same method that the payment was sent.
